When reported and active they are pretty easy to find, IF the department in your area has vehicles equipped to find them. I think our department only has about 50 for all 300ish patrol allocations. Usually have one per shift per precinct. I'm not sure the exact range they show up as I've never had a lojack equipped patrol car.

You can spot which police cars are equipped they have 4 roughly 18 inch antennas on the roof in a square.

The only people on my entire county that has a system that in aware of is UHP. So I couldn't tell you too much on their effectiveness or not.
